Doesn't work for me

I tried to combine two images into one. It's a scanned document that was too big for the scanner, so a trivial job of joining/overlapping the one piece over the other.

It seems to do it and I save but when I reopen the joined image, only the one image is there (#2 in your description).

I tried it with the original tiff's (.tif), with tiff's that I resaved from within Preview (.tiff), jpgs that I made using iPhoto as Preview wouldn't allow me to save my tiff's as jpg's (what's up with that?).
I also saved as pdf and tried to merge those, but there it wouldn't even let allow me to paste the cutout of #1 into #2.

What am I doing wrong?
What exactly did you do?
Is it a problem that the new image is larger than the old one was? Do I have to reset a bounding box or something like that?

Finally, if Preview.app cannot do it, who else?

Try the freeware app Combind PDFs:

http://www.monkeybreadsoftware.de/Freeware/CombinePDFs.shtml

Works with images, and not PDFs only.
