In 10.4, there's just a checkbox under the trackpad panel in System Preferences for 'Place two fingers on trackpad and click button for secondary click'.

I have it enabled and have used that feature quite often :)

That works whether or not you have tapping enabled (I have always kept it disabled as I kept hitting it by accident otherwise).
