10.5: Display Crash Reporter windows in separate spaces

This can fix a bug whereby the Crash Reporter appears in the wrong space.

Sometimes, an application will crash, and the reporter appears in a non-active space, or behind the window of another program.

By telling it to appear in all spaces will probably fix this issue...hopefully...
