A plugin for Mail called MailTags offers a even smarter and easier way to keep notes on particular emails - something that Leopard Mail can't do by itself.

It provides a pane in which you can add notes to a specific email and an option to set the note as the email's subject.

In the Tiger version you can also set to-dos on a specific email, and you soon will be able to do the same in the public beta of the Leopard version.
