For "the GUI way," download Apple' Server Admin Tools for 10.5.

Once installed, use Workgroup Manager and log into "localhost" with an Admin ID and password.

This works even if you are not running OS X 10.5 Server. The package from Apple certainly makes it seem like this would only work with OS X 10.5 Server.
