We had the same problem at my company. However I discovered that if you use the iPhone Configuration Utility you can set up profiles with SSL turned off. Then use that profile to download to the phone. This would really only be useful if you have a lot of phones you need to configure, otherwise it's probably a little much for just a couple of phones.

I'm guessing neither of you two (non-SSL-using people) works with Terry Childs for the city of San Francisco?
