I'm 99% sure this is not 10.5 only -- I've been dragging and dropping to re-order login items since I've been aware of their existence, which is probably since around 10.2 or so.

Yes, it worked also on previous systems, but it was flawed in 10.4 (it would remove the item instead of reordering).
