I'm not sure how useful this is, but you can now see the possible recording speeds of your blank recordable (CD, DVD) media in System Profiler.

Just insert your media, launch System Profiler, and click into the Disc Burning section. You'll see a Media section for the inserted disc, and the last line should show the potential burn speeds. (10.4 has the Media display, but it's lacking the burn speed information.)
